Kaiser Permanente and Blue Cross Blue Shield of North Carolina Join the HCTTF

WASHINGTON (May 22, 2018) – The Health Care Transformation Task Force (HCTTF), a group of leading health care payers, providers, purchasers and patient organizations, announced today that Kaiser Permanente and Blue Cross and Blue Shield of North Carolina (Blue Cross NC) have joined its membership.

With more than 40 organizations representing patients, payers, providers and purchasers, the Task Force aims to align private and public-sector efforts to transform the U.S. health care system. By developing and disseminating strategy, operational and policy recommendations, it seeks to spark rapid, measurable change across the health care landscape.

Kaiser Permanente is the largest private integrated health care delivery system in the United States, delivering care to more than 12 million members in eight states and the District of Columbia, and operates the nation’s largest not-for-profit health plan. Blue Cross NC is the largest health insurer in North Carolina, covering nearly 4 million lives. The company is committed to leading the shift to value-based care in North Carolina by implementing an array of value-based arrangements across all lines of business and provider types.

“These two organizations are deeply committed to value-based delivery and payment and are important additions to the Task Force. We look forward to working with both to further our goal of affordable, high-quality health care for patients,” said Jeff Micklos, Executive Director, HCTTF.

Kaiser Permanente is already a recognized leader in advancing the Triple Aim of better health, better care and lower costs with its prepaid payment model and integrated delivery system.

“We’re pleased to join the Task Force and see it as an opportunity to share our experience aligning incentives around the delivery of high-quality, cost-effective treatment,” said Anthony Barrueta, Senior Vice President of Government Relations for Kaiser Permanente. “Our 70-year collaboration between our health plan and medical groups has taught us a lot about the development of meaningful, real time, and actionable quality and performance information and transparency of performance data, with internal and external benchmarks, and, perhaps most critically – effective implementation.”

“Blue Cross NC looks forward to bringing its energy and perspective from this geographically and culturally diverse state to the Task Force and learning from the tremendous depth of Task Force members’ experiences,” said Rahul Rajkumar, MD, JD, Chief Medical Officer, of Blue Cross NC.

As members of the Task Force, Kaiser Permanente and Blue Cross NC join an alliance that shares deep operational expertise and experience while offering a strong policy voice on value-based payment and care delivery. The Task Force’s Board of Directors meets quarterly and oversees six work groups that meet monthly to address a variety of consumer-centered, value-based payment topics.

Health Care Transformation Task Force is a unique collaboration of patients, payers, providers and purchasers working to lead a sweeping transformation of the health care system. By transitioning to value-based models that support the Triple Aim of better health, better care and lower costs, the Task Force is committed to accelerating the transformation to value in health care.
