The Health Care Transformation Task Force (HCTTF) submitted comments to the Centers for Medicare & Medicaid Services (CMS) on the FY 2027 Hospital Inpatient Prospective Payment System (IPPS) and Long-Term Care Hospital Prospective Payment System (LTCH PPS) Proposed Rule, highlighting opportunities to strengthen value-based care while supporting provider sustainability and patient access.
In particular, the Task Force supports:

- Ensuring the appropriate implementation of the proposed Comprehensive Care for Joint Replacement Extension and Expansion (CJR-X) model, including sustainable benchmarking, operational feasibility, and transition support for resource-constrained providers in a mandatory model.
- Continued movement toward more outcomes-focused, digital quality measurement, while ensuring feasibility for hospitals and appropriate exception policies for rural and safety-net hospitals;
- Ongoing efforts to advance electronic prior authorization and interoperability.
