Health Care Transformation Task Force Statement on the CMS Innovation Center’s New Making Care Primary Payment Model

The Health Care Transformation Task Force welcomes the CMS Innovation Center’s new Making Care Primary (MCP) payment model. The model represents an important investment in primary care and health equity with the goal of engaging health care providers that have yet to meaningfully participate in value-based care. This new program will help advance CMS’ goal of having all Medicare beneficiaries in accountable care relationships by 2030.   

The Task Force looks forward to learning more about this model and the other investments CMS is developing as part of its strategy to strengthen primary care. HCTTF strongly urges CMS to adopt a similar primary care-focused payment model in the Medicare Shared Savings Program. We also recommend allowing MCP participants to join total-cost-of-care models in the future. The importance of flexibility in model design is critical to promoting effective and efficient coordinated care across the continuum that allows all CMS alternate payment models to flourish.
