08 Nov The Task Force Provides Input to HHS on the Draft Strategic Plan for CY 2022-2026

The Health Care Transformation Task Force filed comments on the U.S. Department of Health and Human Services draft Strategic Plan for CY 2022-2026, offering specific support related to Strategic Goal #1: Protect and Strengthen Equitable Access to High Quality and Affordable Health Care. The letter makes the following statements:
- The fee-for-service (FFS) structure at the core of our health care system incentivizes the current complicated, reactive, and illness-based approach to care that is antithetical to the Department’s goals and objectives.
- Goal #1 should be cemented in the final strategic plan, and it can be operationalized by investing in payment reforms that transform health care payment from fee-for-service to value-based payment, with a deliberate focus on reducing the financial burden on patients who participate in alternative payment models, and giving greater flexibility to provider participants.
- A modernized payment and care delivery system will create the foundation for more equitable care, by offering providers resources for treating those with the greatest needs, and rewarding improvements in population health.
- The Task Force appreciates the strong alignment between the Department’s draft plan and the recently released white paper, Driving Health System Transformation: A Strategy for the CMS Innovation Center’s Second Decade
