HCTTF Applauds the New ACCESS Model Focused on Outcomes, Prevention, and Affordability

Statement by Theresa Dreyer, CEO

The Health Care Transformation Task Force (HCTTF) applauds the Center for Medicare & Medicaid Innovation (CMMI) for the launch of the Advancing Chronic Care with Effective, Scalable Solutions (ACCESS) model. This voluntary model will support innovative technology to improve outcomes for Medicare beneficiaries.

The ACCESS model includes a strong emphasis on prevention, effective treatment of chronic conditions, and improved affordability for patients. We are particularly excited by the model’s outcomes-based payment structure, which seeks to reward providers for investing in technology and care delivery that will measurably improve patients’ health.

This model will complement accountable care models by promoting the prevention and treatment of chronic conditions. The inclusion of a co-management code without patient cost sharing will reduce patient financial barriers—an issue HCTTF has advocated for across multiple models. Additionally, the rolling admissions for participants throughout the model’s 10-year test period provides new flexibility that may broaden participation. We look forward to learning more as additional information is released.

HCTTF is excited to work with CMMI to scale successful innovations from this model to improve patients’ lives.
