The Health Care Transformation Task Force submitted input to the Centers for Medicare & Medicaid Services (CMS) on a Proposed Rule on Mitigating the Impact of Anomalous and Highly Suspect Billing on the Medicare Shared Savings Program (MSSP) Financial Calculations in Calendar Year 2023.
Specifically, the Task Force:
- Supported the Proposed Rule as drafted. The Task Force supports removing anomalous billing activity related to catheters from the MSSP financial calculations in 2023.
- Requested that the same policy be applied to the ACO REACH participants. This anomalous billing activity will similarly harm ACO REACH participants.
- Requested that CMS consider applying the same policy to another instance of anomalous billing in 2023 related to skin substitutes. A similar spike in spending occurred for skin substitutes from 2022 to 2023 and should also be addressed in 2023 MSSP financial calculations.
